ED The River Town Program (RTP) .  The RTP, a community and economic development program focuses on towns along the Upper and Mid-Monongahela River Valley, emphasizing outdoor recreation as an economic driver.  As of July 1, 2013 there will be twelve towns participating, from Morgantown to Monongahela, including California and Coal Center.
